On 26 November 2025, lawmakers in the European Parliament voted 402–250 to delay and simplify the EU Deforestation Regulation (EUDR).
The law, designed to ensure that products imported to or exported from EU markets do not contribute to deforestation, was initially expected to come into force at the end of 2024.
Under the newly agreed timeline:
Large companies would now face compliance obligations by the end of 2026.
Micro and small operators would be subject to obligations by mid-2027.
In addition to postponing the timeline, the Parliament accepted a package of simplification measures. These include reducing the burden of due diligence and reporting; for instance, downstream operators (like retailers or manufacturers) would no longer be obliged to submit separate due diligence statements; instead, only the operator placing the product on the market must submit a single statement.
The revised stance now forms the Parliament’s negotiating mandate in talks with the Council of the European Union. Given that this position aligns closely with the Council’s own earlier proposals, adoption of the delay and simplification seems highly likely.
