Germany Targets Private Capital With $35 Billion Investment Fund

Germany has unveiled a new investment initiative aimed at mobilizing private capital to advance its energy, industrial, and technology transitions. The Deutschlandfonds commits €30 billion (approximately $35.2 billion) in public guarantees, loans, and equity to de-risk private investment in strategic sectors and attract significantly larger private commitments.

Rather than direct public expenditure, the fund’s structure is designed to lower the risk profile for private investors through guarantees, equity stakes, and targeted lending, enabling projects that align with national climate, industrial, and competitiveness priorities to become bankable. Implementation will be managed by state-owned development bank KfW, which will expand its activities to include support for SME financing and even defense export financing.

The initiative prioritizes three strategic pillars:

  • Industrial transformation and decarbonization: Up to €8 billion in guarantees to reduce finance costs for projects focused on emissions reduction and critical raw materials.

  • Renewable energy infrastructure: Dedicated guarantees (including €600 million for geothermal drilling) to encourage utilities to invest in clean energy deployment.

  • Innovation and deep tech: Expanded venture financing through Zukunftsfonds II, with an emphasis on scaling German deep tech, biotech, and defence technology companies.

According to German policymakers, the fund is intended as “temporary seed financing” for a stagnating economy challenged by high energy costs and international competition. By absorbing early risk, Berlin expects to catalyze private capital flows into transformational investments that support industrial competitiveness alongside climate objectives.

For investors, the vehicle offers a clearer risk-sharing framework and standardized co-investment structures that could shorten deal timelines and improve project bankability. Corporate leaders view it as a potential bridge financing source for modernisation and decarbonization projects aligned with national strategic goals.

The Deutschlandfonds reflects a broader shift in public finance strategy: public funds are being used not as substitutes for private capital but as leverages to attract it at scale, particularly for investments with high socio-economic and environmental impact.
