Singapore has unveiled a set of strategic initiatives aimed at accelerating high-integrity nature-based carbon solutions, strengthening the science and commercial readiness of blue carbon and biomass measurement across Asia. The announcement was made at a carbon innovation forum hosted in the city-state, reflecting intensified efforts to advance nature-based climate mitigation pathways and position Singapore as a regional hub for carbon techno-services.

Under the new framework, the World Wide Fund for Nature (WWF) Singapore, in partnership with the Singapore Economic Development Board (EDB), launched the Blue Carbon Support Programme (BCSP) to address persistent measurement, reporting and verification (MRV) challenges that have constrained the availability of high-quality blue carbon credits in the region. The support programme will collaborate with technology startups, research organisations and carbon project developers to improve methodologies and enhance project readiness for commercial scale. Technical and operational support will span MRV methods, geospatial analysis, biodiversity monitoring and community engagement, and participating Singapore-based technology partners will be supported through the EDB Partnerships for Capability Transformation scheme.

In parallel, the Office for Space Technology and Industry (OSTIn) — Singapore’s national space agency under EDB — announced a biomass digital MRV grant call to stimulate research and innovation in digital measurement, reporting and verification of biomass across forests, mangroves and other ecosystems using satellite, geospatial and digital tools. The initiative is expected to enhance accuracy, transparency and investor confidence in biomass assessment, a foundational requirement for credible carbon credit markets.

State agencies and conservation partners underscored that these initiatives support Singapore’s ambition to become a regional carbon services platform, spanning research, deployment and investment in verified nature-based carbon assets. The integration of advanced digital MRV, satellite analytics and cross-border research collaboration is viewed as essential to enhancing the credibility, scalability and market readiness of high-integrity carbon solutions.
